In Halong City you can haggle a lot
In Halong City you can haggle a lot, especially during low season. They will go down to 3 € per person per night. Prices may be around 150,000 Dongs per night for a double room with bathroom and, in a few places, free internet. We got a double room, with terrace, the bathroom was inside and free WiFi and with their PC's for 108,000 VND (6 USD, a little more than 4 €). We were at the Hoa Binh Hotel, on the street Vuon Dao Street, where you can find most guesthouses in Halong City.
