Cesis

The Latvian town of Cesis has about 20,000 inhabitants and is decidedly romantic and quiet. It seems like it was made for walking. Rigas iela is Its main street and it has lots of character. It's flanked by old stone buildings. The city center is highlighted with a monolith in the center of the square. It has plenty of supermarkets and bars and restaurants. You have to visit the castle, which is half destroyed, the oldest brewery in the country, which is noted for its huge bottle shaped fireplace, the lakes, and parks. There are plenty of places to relax. It was once the headquarters of the Livonican order.
